The Department of Health and Human Services (“HHS”) and Carthage Area Hospital (“CAH”) have resolved the complaint filed by HHS to the satisfaction of all parties. For the last few years, CAH has been working diligently with HHS and the United States Attorneys’ Office for the Northern District of New York (“US Attorney”) to correct errors made in program reimbursements that were discovered to have occurred under the hospital’s previous administration. Specifically, the errors occurred during the period 2006 through 2010. Once the errors were brought to CAH's attention, CAH conducted a self-audit and reported its findings to HHS and the US Attorney. The parties then worked collaboratively to structure a payment plan that would allow CAH to return the excess reimbursements over a period of 5 years, permitting the hospital to make the payments in a manner that would not negatively impact its operations. Although the recent complaint filing was deemed necessary by the US Attorney to implement the settlement agreement, the matter was actually fully resolved before the complaint was even filed. “Carthage Area Hospital has implemented the necessary procedures to ensure full compliance in the future,” said Richard A. Duvall, COO. Carthage Area Hospital extends its gratitude to the government for its professionalism and dedication for bringing this matter to a conclusion in a manner that permits the hospital to move forward without negatively impacting the hospital’s ability to provide services to the Carthage area community.
